SUPER5 AUTO / JAPAN / DEALER SOURCING

From auction access to export readiness.

For overseas dealerships, finding cars is only part of the sourcing challenge. Japan's auction access, vehicle-release procedures, registration records and export formalities operate at different stages. Understanding these distinctions is essential when several vehicles are being purchased for the same dealership order.

JAPAN-SIDE SOURCING
01 Who is eligible to purchase?
02 What happens after a winning bid?
03 When are export documents available?
04 Which cars are ready for shipment?

Can an overseas dealer bid directly at a Japanese car auction?

Access to major Japanese automotive auctions is generally controlled by individual membership rules. A motor-trade licence in another country does not by itself make an overseas dealership a member of a Japanese auction.

Japan's Antique Dealings Act establishes requirements for businesses dealing in secondhand goods. Auction access is separately governed by the applicable participation arrangements. An overseas buyer should establish which eligible Japan-side entity is purchasing the vehicles and what that entity is responsible for.

The central question: Who is actually placing the bid, who contracts with the overseas buyer, and who takes responsibility for the transaction after the vehicle is purchased?
01 / ACCESS

Auction participant

Whose membership or eligible purchasing arrangement is used to participate in the auction?

02 / CONTRACT

Contracting party

Who enters into the agreement and issues the purchase invoice to the overseas dealer?

03 / EXECUTION

Japan-side scope

Who handles settlement, vehicle release, transaction records and export preparation?

Buying through a Japan-based sourcing provider is different from holding an auction membership directly. The scope of the purchasing service should therefore be clear before authorising a bid.

A winning bid does not mean a car is ready to export

A successful auction bid establishes the purchase under the applicable auction rules. Settlement, vehicle release, domestic transport, supporting records and export preparation are separate subsequent tasks.

For dealerships purchasing several cars, the distinction becomes particularly important. Vehicles bought during the same week may come from different locations and may not become ready for export at the same time.

Japan-side stage What it confirms What it does not automatically confirm
Successful bid A specific vehicle has been won under the applicable auction rules. That payment, handover and export paperwork are complete.
Settlement / release Applicable purchasing and collection conditions have been addressed. That the vehicle has arrived at the export location.
Domestic transport The vehicle is being moved or has reached its agreed Japan-side destination. That registration and customs requirements have been fulfilled.
Export preparation Relevant registration, inspection and transaction records are being checked. That Customs has granted export permission.
Export / shipment Applicable clearance and carrier-handover milestones can be evidenced. That destination-country clearance or registration is included.
Dealer takeaway: Track the status of each vehicle, rather than relying only on the total number of cars purchased in a batch.

SUPER5 Auto also provides Japan-side vehicle transport arrangements to help connect vehicle collection with the next stage of the order.

Japan's registration status changes the export-document route

Japan Customs distinguishes registered used vehicles from vehicles whose registration has already been deleted. The applicable registration-related proof must be provided at the relevant stage of export inspection.

ROUTE A / REGISTERED VEHICLE

Registration deletion

The owner must apply for the relevant registration deletion in advance and obtain the applicable Certificate of Registration Deletion.

ROUTE B / REGISTRATION DELETED

Notice of planned export

The intention to export must be notified through the applicable procedure, leading to a Certificate of Notice of Planned Export.

Document validity: Japan Customs states that the relevant certificates are valid for six months from the date of issue. If a vehicle is held while other cars are being sourced, its document validity should be checked against the revised export schedule.

These requirements refer to the applicable procedures for registered and registration-deleted vehicles. Kei vehicles and other categories may be subject to different administrative arrangements.

Export tax exemption is not an automatic 10% refund to the buyer

Japan's consumption-tax treatment depends on the actual transaction. Qualifying export transactions may be exempt from output consumption tax, provided the applicable requirements and supporting records are satisfied.

This does not mean that every overseas buyer automatically receives a fixed percentage refund after purchasing a vehicle in Japan.

JAPAN-SIDE TAX TREATMENT

Identify the transaction before comparing tax-inclusive and export quotations.

A domestic vehicle purchase, a subsequent export sale and any separately provided services may have different tax treatment. The exporting business must retain the applicable documentary evidence to support the export exemption.

Overseas dealers should confirm the contracting entity, invoice issuer, payment arrangements and what is actually included in the quotation, rather than relying on a generic promise of a Japanese tax refund.

Which documents exist before payment, and which arise later?

An overseas dealer can reasonably request records identifying the vehicle and proposed transaction before approving a purchase. However, export permission and shipping records are produced at later stages. They cannot all exist at the initial bidding stage.

Transaction stage Records to check Practical question
Before purchase Vehicle identifiers and available auction or condition records. Are we approving the correct, identifiable car?
After purchase Applicable sale, settlement and handover records. What has actually been purchased and released?
Export preparation Applicable registration-related proof and destination-specific inspection documents. Does this vehicle have the records needed for its export route?
Customs declaration Commercial invoice, relevant declaration records and export permission. Has the Japan-side export procedure been completed?
Carrier / shipment Booking and transport documents issued for the shipment. Which specific cars are linked to the actual shipping arrangement?

The exact documentation required depends on the specific vehicle, transaction, destination and transport arrangement.

For multi-car orders, vehicle identification should remain consistent across the purchasing, invoicing, export and shipping records. A successful-bid notice should not be confused with an export permit, and a shipping booking does not establish that a vehicle has already been loaded.

A more useful question: When will each record be issued, who is responsible for supplying it, and at which stage should the overseas buyer expect to receive it?
06 / 07

A purchase batch is not necessarily a shipping batch

Vehicles bought under one dealership order may be located at different auction sites, released on different dates, or subject to different handling requirements.

Their dimensions, operational condition, document status, destination port and carrier requirements can all affect how they are shipped.

01 Vehicle release Confirm the location and collection status.
02 Japan-side transport Coordinate movement to the agreed location.
03 Export readiness Check the relevant documents and conditions.
04 Carrier arrangement Match eligible vehicles with the actual route.

Combining several purchased vehicles may provide options for freight coordination. However, it does not automatically guarantee one container, one sailing or a lower per-car shipping cost.

Shipment arrangements must be assessed against the actual vehicle list. Non-running or unusually sized cars may require additional handling checks.

Keep these milestones separate: a booking confirmation, customs export permission and confirmed vessel loading do not represent the same delivery event.

What should an overseas dealer verify in a Japan-side sourcing partner?

A long-term Japan sourcing relationship is not defined solely by access to vehicle listings. What matters is whether the responsibilities between buying, settlement, transport, export and overseas delivery are clearly understood.

PURCHASE

Who buys the car?

Confirm the purchasing arrangement, contracting party and scope of bidding authorisation.

HANDOVER

Who moves it forward?

Clarify settlement, vehicle release, collection and the handling of records.

EXPORT

Who handles each step?

Agree who arranges the applicable registration procedures, export declaration and onward transport.

Destination-country eligibility and any applicable Japanese export restrictions should be checked before a vehicle is purchased. Local import clearance and registration also require a clearly agreed responsibility boundary.

The practical value of a Japan-side sourcing partner lies in making the complete purchasing and export arrangement understandable for the specific vehicles being acquired.
